District Overview

Cobb County School District is driving change by building capacity in its educators and strengthening ties to community; identifying personal pathways to student success; and opening access and innovation to all learners.  CCSD is currently implementing a district strategy which emphasizes “One Team, One Goal, Student Success.”

Within CCSD’s Technology Services division, the Instructional Technology Team is comprised of exceptional educators called Technology Training/Integration Specialists (TTIS). This team is charged with building a network of learning collaborators (teachers, students, coaches, campus leaders, etc.) to share and spread sound pedagogical practices that leverage the transformative use of technology. The team needed to define how the TTIS (a relatively newer role in the district) could contribute to the evolving vision of the district, demonstrate the impact of their coaching, and develop and grow their competence as coaches. A Dell EMC education strategist recognized the potential to welcome ALP into the established partnership with Cobb County’s Technology Services division in the summer of 2017. The foundation for this work is well established, with CCSD, Cobb County and ALP working actively toward these outcomes.

Competency Modeling

ALP led the development and validation of a competency model to identify, define, and align the job-required competencies and responsibilities of the TTIS with the goals and vision of the district. The study included review of CCSD strategy; interviews with the team’s leadership; alignment of a preliminary competency model with IDEA Competency Framework; and whole team focus groups to refine and finalize the resulting model. The model resulted in four major competency domains aligned with IDEA (Inspire, Design, Empower, Amplify) and corresponding behaviorally-anchored proficiency level descriptors for each competency.

Talent Development Systems

In order to apply the competency model as it relates to their daily work, ALP developed and integrated a platform-based talent development tool which allowed TTIS to reflect on their practice, set specific competency-based goals, receive feedback from their with mentors and guides, and track their growth along competency proficiency levels. Each TTIS’s talent development data automatically fed to their dashboard and resulted in ongoing reflection, two-way communication with mentors and guides, and documentation of TTIS’s growth and progress.

Profile for Innovative Educators

The Profile for Innovative Educators (PIE) is a streamlined, job-embedded coaching framework and process that focuses on teaching innovation, learner agency and access, research and digital literacy, and professional growth and leadership. The common language framework is a collection of educator competencies that TTISs can refer to when supporting the transformation of a teacher's practice. PIE is a parallel framework to support teacher growth, like IDEA is to support TTIS growth. PIE provides longitudinal qualitative and quantitative evidence of the impact of coaching both in teacher competency development and growth of cohort over time.

Strategic Planning and Implementation

ALP, Dell EMC and the Instructional Technology team collaborated to develop a strategic framework including alignment of key priorities at the district, division (Technology Services), and team (Instructional Technology) levels. The strategic framework developed also included a deeper crosswalk of goals and outcomes for IDEA, PIE, and the team’s Digital Age Classroom learning model. This strategic planning framework set direction to build an implementation plan in which team members identified each strategic priority’s objectives, timeline, milestones, project leads and teams, action steps, and required resources needed for successful implementation.
